MT. MORRIS VILLAGE GOVERNMENT

 

 

VILLAGE PRESIDENT

The Village President/Mayor is elected for a term of four years and is President of the Board of Trustees. The President is the chief Executive Officer of the Village and has the power and authority to inspect all books and records kept by any officer at any time. The President appoints, with the advice and consent of the Board of Trustees, all officers of the Village. During the absence of the President, the President Pro-Tem or Vice President Pro-Tem, who are elected by the Board of Trustees, will perform all duties of the office.

 

VILLAGE BOARD OF TRUSTEES

The six members of the Board of Trustees are elected to a term of four years. The Board is the legislative department of the Village government and meets on the second and fourth Tuesday of each month in the Village Hall Board Room. All meetings are open to the public. The standing committees are: 1. Streets, Alleys, Sidewalks and Storm Sewers, 2. Finance, 3. Water and Sanitary Sewer, 4. Ordinances, 5. Law Enforcement, 6. Park and Recreation Board, and 7. Public Property. All standing committees are comprised of two members of the Board of Trustees. Roberts Rules of Order govern the deliberations of the Board of Trustees. The order of business is roll call, reading of minutes, treasurer’s report, presentation of claims, presentation of communications and petitions to the Board, reports of standing committees, reports of special committees, unfinished business, and new business.

 

VILLAGE CLERK

The Village Clerk is appointed by the Village President with the advice and consent of the Board of Trustees. The Clerk shall seal and attest all documents as required. The Village Clerk is also appointed collector and must turn over all money received to the Village treasurer. The Clerk keeps records of the source and disposition of all money received. All Village records and documents must be maintained so that ready access to all records is available.

 

VILLAGE TREASURER

The Village Treasurer is appointed by the Village President with the advice and consent of the Village Board of Trustees. The Treasurer receives all money paid to the Village and pays out money on vouchers signed by the President and Treasurer. The Treasurer must keep records showing all money received, the source from which it is received, the purpose for which it is paid, and shall keep records at all times showing the financial status of the Village. The Treasurer makes monthly reports to the Board of Trustees and an annual report each year.

 

PARK AND RECREATION BOARD

The four members of the Park and Recreation Board are appointed to a five-year term by the Village President with the advice and consent of the Village Board of Trustees. The Trustee appointed Chairman of the Park and Recreation Standing Committee also serves as Chairman of the Park and Recreation Board. The Park and Recreation Board may acquire or lease land or buildings for playgrounds and recreation centers and provide for the maintenance, conduct and equipment of all parks, playgrounds and recreation centers. The Board may employ supervisors or employees for maintenance as needed. The Park and recreation system is funded by two special taxes. All expenses are paid from two separate park and recreation accounts.

 

PLANNING COMMISSION

The seven members of the Planning Commission are appointed to a five-year term by the Village President with the advice and consent of the Village Board of Trustees. One of the appointed members will be appointed Chairman. The duties of the Planning Commission are to prepare and recommend a comprehensive plan to the Board of Trustees, establish standards of design for subdivisions, designate land suitable for annexation and recommend zoning classifications for annexed land, recommend improvements to the comprehensive plan, and promote the realization of the official comprehensive plan. The Planning Commission reviews all plans for subdivisions, all changes in the zoning ordinance, and changes the zoning classification on a piece of property. It also conducts public hearings for all special uses and amendments to the zoning ordinance and appeals for zoning changes. Planning Commission expenses are paid from a line item in the administration budget from the general fund.

 

COLISEUM BOARD

The three members of the Coliseum Board are appointed by the Village President with the advice and consent of the Village Board of Trustees. The Coliseum Board maintains the Municipal Coliseum and schedules the use of the facility. The Coliseum Board is funded by a special coliseum tax. All expenses are paid from a separate coliseum account.

 

MT. MORRIS HISTORICAL COMMITTEE

The three members of the Historical Committee are appointed by the Village President with the advice and consent of the Village Board of Trustees. The Village President and the Trustee of the Public Property Standing Committee serve as ad hoc members of the committee. The Public Property Chairman will serve as Chairman. Duties of the committee include making studies, projections, and programs for the preservation of historical artifacts and memorabilia of the Village. It also plans, coordinates and assists in the celebrations related to events with historical significance for the Village. The committee is funded from the general fund by a line item in the public property budget.

 

EMERGENCY SERVICES AND DISASTER AGENCY (ESDA)

The coordinator of ESDA is appointed by the Village President for an indefinite term. The coordinator may select additional members. ESDA is created to prevent, minimize, and alleviate injury and damage from natural or man-made disasters. The coordinator shall be responsible for the training and operation of the ESDA.

 

BOARD OF POLICE COMMISSIONERS

The three members of the Board of Police Commissioners are appointed to a three-year term by the Village President with the advice and consent of the Village Board of Trustees. Duties include appointment of all officers and members of the Police Department, appointment of promotions in the department, and suspension, removal or discharge of members of the Police Department following fair hearings concerning the cause.
